Adoption of children from Mexico

The Chairman of the Adoption Authority, Geoffrey Shannon, warned yesterday that couples should not enter into private arrangements for adoption in Mexico.
Eleven Irish couples had children taken off them when Mexican authorities discovered a child trafficking ring. Mothers had been given €70 per week while pregnant as payment for handing over thier child.
However, under Mexican law, no child under the age of five years can be adopted, unless they have special needs. Mexico is a signatory to the Hague Convention on Protection of Children and Cooperation in respect of Intercountry Adoption and all applications should be made through our "Central Authority" to the Central authority in Mexico.

The trauma of handing back a child could have been avoided if clearer guidance is given to couples in the early stages of sourcing a child.
There is need for simplification and clarification of the precedure and best practice to avoid situations such as those that happened in Mexico over the last number of months.
